ICYMI: What stops ocean research from making an impact?

Ocean research, when done well, has countless impacts that reach far beyond academia. However, Canada’s ocean research strengths often fail to fully translate into benefits for the environment, the economy, and communities.

On June 11th, we released Mobilizing Ocean Research for Canada. The report explores how to better harness the power of ocean research to support Canada’s prosperity, security, and sustainability.

Mobilizing Ocean Research for Canada identifies several strategies to improve impact:

Where CCA reports meet today’s headlines

From fortifying Canada’s food security to keeping children safe online, CCA assessments are informing some of the most important policy conversations of the day. Our reports are intended to give decision-makers the expert-curated knowledge they need to develop policy solutions that work for Canada, and that knowledge is being put to work across the country—by the federal government, provincial governments, industry, and beyond.

For Canada, regional context matters. Environments, ecosystems, geographies, and geologies are not uniform across the country. Consideration of different potential regional impacts need to be closely considered when determining the suitability for shale gas development.

Nova Scotia is moving ahead with onshore shale gas exploration after lifting its decade-long fracking moratorium. Our 2014 report, Environmental Impacts of Shale Gas Extraction in Canada remains a key reference on shale gas development in Canada. Our expert panel found that while extraction technologies are well understood, data on environmental impacts—from groundwater to GHG emissions—are neither sufficient nor conclusive. A decade later, there’s still a need for research and monitoring to better understand remaining gaps. 

Canada’s vast geography and range of environmental conditions mean that no single technological advancement or method is appropriate for all locations.

The Government of Canada has released a National Food Security Strategy, which aims to boost domestic food production and build a more independent and affordable food system. One of the objectives of the strategy is to increase the production of fruits and vegetables grown year-round so Canada becomes less dependent on imports. Our report, The Next Course, considers novel technologies that could shape food production and highlights the challenge in directly linking food production to food security.  The expert panel found that while novel food technologies have significant promise for Canada, their direct link to supporting food security is more tenuous. Advances and innovation in food production will affect only a small portion of the greater food system and are unlikely to address the root causes of food insecurity in Canada. 

Women and youth are over-represented as targets of online violence.
The federal government is moving to restrict young people’s access to social media unless companies can show their platforms meet minimum safety standards. The Safe Social Media Act would establish new safety requirements for social media services and AI chatbot services. In 2023, we published Vulnerable Connections, which details the complex social and legal issues underpinning digital public safety and the importance of accountable approaches to addressing cyber-enabled crimes and harms.
The three final reports gather and interpret, with the sensitivity required of the subject, the available evidence, and they explore the societal, clinical, legal, and practical implications and issues associated with both permitting and prohibiting MAID in the three topic areas.

special parliamentary committee is recommending that the federal government “indefinitely exclude” people whose sole underlying condition is a mental illness from applying for medical assistance in dying (MAID). The 88-page report reviews whether the country is ready to expand access to MAID from a clinical, health-system, and regulatory perspective based on expert testimony. In 2018, the CCA was asked to undertake independent reviews of MAID. Our three reports explore the societal, clinical, legal, and practical implications and issues associated with both permitting and prohibiting MAID, including where a mental disorder is the sole underlying condition. The complex issues identified in our reports persist today, as Canada continues to grapple with the multidimensional perspectives and impacts of policy decisions that govern the implementation of MAID.

Verily, the life sciences division under Google’s parent company, Alphabet, wants to use advanced algorithms and AI to breed 32 million mosquitoes, infect them with a naturally occurring bacterium, and release them in Florida and California. Our report by the Expert Panel on Regulating Gene-Edited Organisms for Pest Control found that in the long term, Canada risks being unprepared to harness the use of gene-editing technologies should their safety and efficacy be demonstrated. In the shorter term, Canada may also be unprepared to manage the risks of gene-edited organisms appearing domestically following U.S. deployment.

Researchers at the U of T say they have discovered a new cyberthreat—a method of using AI to create a dangerous computer worm that can modify its tactics as it spreads from one device to another. The researchers debated whether to publish their findings or not, worried that doing so would effectively give bad actors a blueprint for how to conduct such an attack. In the end, they opted to simply omit certain information, including details about how they built their prototype and tested the prototype in an isolated environment.

Researchers at McMaster University have discovered a new antibiotic that kills some of the world’s most dangerous and drug-resistant bacteria. The new compound, called manikomycin, was identified by a team led by McMaster professor Gerry Wright and has shown early effectiveness against priority pathogens including Salmonella, E. coli, and Klebsiella. Prof. Wright was a member of our Expert Panel on the Potential Socio-Economic Impacts of Antimicrobial Resistance in Canada.

Prime Minister Mark Carney and AI Minister Evan Solomon unveiled Canada’s National Artificial Intelligence Strategy: AI for All, which includes proposals for the building of large-scale data centres, restrictions on controversial surveillance pricing, and a plan to ramp up use across industry, government, and individuals.

Researchers have uncovered and digitized nearly two million 18th- and 19th-century weather observations from across Canada that offer new insights into how the country’s climate has changed over time. The international project draws on handwritten records dating from 1768 to 1884.

U15 Canada published updated guidance on best practices for safeguarding research. The guidance is intended to support institutions and researchers in developing their own approaches to research security. Our report, Balancing Research Security and Open Science, identified the importance of a modern research mindset as a key competency in today’s research landscape.

This Concordia professor is leading a global initiative to bring Indigenous knowledge to AI. Jason Edward Lewis is on the last push of an omnibus midterm report for Abundant Intelligences, the six-year research initiative he co-directs that brings together researchers, scientists, artists, and Indigenous Language Keepers to explore how Indigenous ideas of intelligence could shape the future of AI.
